I think they overdo it, at least in NYC. JUST because it's the first day of summer chronologically doesn't automatically mean it's hot outside! And we don't need to be frozen, just brought down to a <I>reasonable</I> temperature. I was once on a bus in summer where the driver had the AC on full blast -- even though there had been a flash thunderstorm that took us down to around 55F/12C degrees -- and every rider was soaking wet.
